The president has the ability to call together the Senate and the House in committee meeting for a conference to discuss concessions that would get the government employees back to work and government functions operating. The House has been requesting such a conference and the Senate refuses to come to the table to talk. The president could make this happen. Problem... pres doesn't want to see this happen.
